An Unquenchable Thirst

A lifetime spent in economic and infrastructural decay had given it renown as a crime capital, with most streets ruled by gangs. It is also a city ruled by combat, fighting, and other illegal underground bloodsports found all across the city. All of that though began to change once a man named Haggar was elected to office. His administration took fast to rebuilding the slums and cleaning up crime. Because of this, construction was up across the city. But not all entities involved in the city’s rebuild were filled with good intentions. A particular crime syndicate by the name of S.I.N. was in the process of installing one of their weapons development divisions on the outskirts of one of the still struggling neighborhoods—even hiring many of the locals desperate for money to work on the site.
