A lifetime spent in economic and infrastructural decay had given it renown as a crime capital, with most streets ruled by gangs. It is also a city ruled by combat, fighting, and other illegal underground bloodsports found all across the city. All of that though began to change once a man named Haggar was elected to office. His administration took fast to rebuilding the slums and cleaning up crime. Because of this, construction was up across the city. But not all entities involved in the city’s rebuild were filled with good intentions.
